Bilawal Bhutto-Zardari: here’s to hope! – by Maleeha Manzoor

Today, I don’t initiate to pen as an emotional Pakistani nor as a die-hard PPP supporter. I commence to carve and phrase my letters as the youth of Pakistan – the building block of tomorrow’s safer and better Pakistan. Being one of the 65 % of the young population of my country, I have been perceiving the word ‘tomorrow’ – for myself – for almost the age of 13. At 13, I was called as a teenager and for my academic records, I have been ceaselessly hearing that: our ‘tomorrow’ (i.e. Pakistan’s future) would be bright as we have such brightening students within us ‘today’. But regrettably, at this moment, when I have almost finished the CRAZY teen years of my life – stepping in the 20s next year – I am told to stay away and wait for another ‘decade’ to be able to STAND in front of the world!!

How long this youth has to wait to BE the change? Would this ‘tomorrow’ ever come or it is merely an illusion in order to stifle and crush the new ideas?! Whatsoever it is – either misconception to distract us or the strategy to provoke us – the reality is that the prolonged wait for that bright tomorrow makes us lost into an obscure present where the plans for the future eventually fail…

Youth don’t want anything but simply leadership to stand with. BUT are those, claiming their-selves as the leaders of the youth, even aware of what this youth desires? Those ‘macho men’ conducting peace marches to the places where already peace has been prevailing CANNOT be the leaders! Those admirers of the vampires despite getting their own blood sucked by them through deadly attacks yet supporting their evil causes CANNOT be our leaders! Those distributing laptops, among students, for which no one is audacious to even charge them with the reported corruption scam, and setting Guinness world records for Pakistan rather than focusing on the existing issues CAN NEVER, be the leaders of this youth! Such cowards CANNOT be the cream of the crop!!

‘If you want your tomorrow to be yours, then begin from today’ – This is what I learnt last day while listening to the 24 year old Bilawal, in whose eyes I could perceive the passion to bring the ‘real change’ and whose utterances made our ‘today’ seem as beautiful as one can get. “We don’t need to wait for a messiah. We will be our own leaders. We will not wait for tomorrow when we can start today.” His statements clearly manifest his enthusiasm. Leader is the one we stand ‘with’ not the one we stand ‘behind’ whom. Our leader should be the one through whose voice, our words can be uttered and from whose actions, our ideas can be discerned. Our leader should be: the first to criticize when there is any viciousness – like the one going on in Gaza; the bravest to name the evil elements distorting the society; the most mature to guide those immature adults who are concentrating more on political aspirations rather on people’s ambitions. And whom I find fulfilling all the criteria to become the representative of this glimmering youth, that has given this country assets like Arfa, Ali Moeen, Shafay, Malala and all those children fighting with the menace of terrorism and extremism, is Bilawal – for he is among the youth, a part of this incredible sixty-five percent! Yes, it is just Bilawal Bhutto-Zardari… and ONLY HERE’s TO HOPE.

The young Bilawal – when looks into the eyes of super power (USA) and demands for the apology on Salala attack, ventures to declare TTP responsible for the suicide attacks, dares to intrepidly condemn the Israel’s aggression on Gaza, emphasizes us to be not the leaders of tomorrow but the leaders of today – he justifies being our leader. Despite being the youngest of all the politicians when he maturely invites all the adults to build consensus on the issue of terrorism, he becomes the perfect choice to be chosen from and for the youth.

I have seen him as the hope of Pakistan yesterday as he articulated our views and thoughts. I could see each Pakistani youngster standing in the presidency in his existence – for he is destined to be what this youth wants its leader to be.

“We are not looking for old men to be our saviors. We are not waiting to be leaders of tomorrow. If Malala can stand up now each and every youth in this country is ready to stand up now. Don’t be leaders of tomorrow. We are ready for you to be leaders of today.” 

Now I hope to see the next conference of ‘leaders of tomorrow’ to be re-titled as ‘leaders of today’. Bilawal has taught me to stand and become the leader of today, and if this extraordinarily talented and exceptionally daring young 65% population of Pakistan begins by today, then I am sure that, unlike us, our generations won’t have to beseech for their better tomorrow.

So, START FROM TODAY AND MAKE THE DIFFERENCE!

صدرپاکستان آصف علی زرداری 26 جولائی 1955ء کو کراچی میں حاکم علی زرداری مرحوم کے گھر پیدا ہوئے۔ آصف

علی زرداری اولادِ نرینہ میں اکلوتے ہیں۔ حاکم علی زرداری ایک قبائلی سردار اور ممتاز زمیندار تھے۔ نواب شاہ میں ان کی ہزاروں ایکڑ زمین ہے۔ انکا اندرونِ سندھ زمینداری کے ساتھ کراچی میں بھی کاروبار تھا۔ حاکم علی زرداری کی ملکیت میں کراچی میں ایک بمبینونامی مشہور سینما تھا۔ جو اُنھوں نے ایک اسکول کو عطیہ کردیا۔

خان بہادرحسن علی آفندی، آصف علی زرداری کے نانا تھے۔ جو سندھ مدرسۃ الاسلام کے بانی تھے۔ یہ وہی مدرسہ ہے جہاں بانی پاکستان قائد اعظم محمد علی جناح جیسی عظیم ہستی زیر تعلیم رہی۔

آصف علی زرداری اپنی پرائمری تعلیم کراچی گرامر اور سینٹ پیٹرکس  سکول میں مکمل کرنے کے بعد سیکنڈری تعلیم کے لیے دادو میں قائم کیڈٹ کالج پٹاروچلے گئے۔ 1972ء میں پٹاروسے انٹرمیڈیٹ مکمل کرنے کے بعد وہ بزنس کی تعلیم کے لئے لندن چلے گئے۔ آصف زرداری اوائل عمر سے ہی “یاروں کے یار” ٹائپ شخص کے طور پر کراچی کے متمول حلقوں میں جانے جاتے تھے۔ وہ نوجوانی میں پولو اور باکسنگ کے کِھلاڑی رہے ہیں۔ انہوں نے پولوکی “زرداری فور” نامی ٹیم کی قیادت بھی کی ہے۔

آصف زرداری کے اُس زمانے کے ایک ساتھی کے بیان کے مطابق آصف زرداری ایک بڑے دل والا شخص ہے۔ بقول اس کے ایک مرتبہ کراچی کے مضافات میں ہم لوگ ہارس رائڈنگ کر رہے تھےکہ ہمارے گروپ میں شامل ایک جرمن سفارتکار کی بیٹی کا گھوڑا دلدل میں دَھنس گیا۔ اس صورتحال میں کوئی آگے نہیں بڑھا۔ لیکن آصف دَلدل میں اکیلا اُتر گیا اور اُس نے پہلے لڑکی کو بچایا پھر گھوڑے کو بھی باہر نکال کر سب کو حیران کر دیا ۔

سیاست سے آصف علی زرداری کا اسی کی دہائی کے وسط تک دُور دُور تک واسطہ نہیں تھا۔ بس ایک سراغ یہ مِلتا ہے کہ 1985ء کے غیرجماعتی انتخابات میں آصف علی زرداری نے نواب شاہ میں صوبائی اسمبلی کی ایک نِشست سے کاغذاتِ نامزدگی جمع کرائے تھے۔ مگر یہ کاغذات واپس لے لئے گئے۔ اسی زمانے میں آصف علی زرداری نے کنسٹرکشن کا کاروبار شروع کیا لیکن اس شعبے میں وہ صرف دو ڈھائی برس ہی فعال رہے۔

1987ء آصف علی زرداری کے لئے فیصلہ کن سال تھا تب اِن کی زندگی میں ایک نیا موڑ آیا اور ان کی زندگی ایک نئی ڈگر کو چل نکلی، جب ان کی سوتیلی والدہ ٹمی بخاری اور بیگم نصرت بھٹو نے بے نظیر بھٹو کے ساتھ آصف علی زرداری کا رشتہ طے کیا۔

 18 دسمبر1987ء کو ہونے والی بے نظیر بھٹو اور آصف علی زرداری  کی شادی کراچی کی یادگار تقاریب میں شمار ہوتی ہے۔ جس کا استقبالیہ کراچی کے امیر ترین علاقے کلفٹن کے ساتھ ساتھ غریب ترین علاقے لیاری کے ککری گراؤنڈ میں بھی منعقد ہوا اور اُمرا کے شانہ بشانہ ہزاروں عام لوگوں نے بھی شرکت کی۔ ذوالفقار علی بھٹو کے عدالتی قتل کے بعد بے نظیر بھٹو اور انکے لاکھوں سیاسی پرستاروں کے لیے یہ پہلی بڑی خوشی تھی۔

آصف علی زرداری کی زندگی محترمہ بے نظیر بھٹو سے شادی کے بعد ہنگامہ خیزہو گئی۔ چِیرہ دست اِسٹیبلیشمنٹ نے زرداری پربے نظیر بھٹوسے رشتہ طے ہونے کے دن سے ہی اپنی “نظرِعنایت” اور کرتب کاری شروع کردی تھی جو 1967ء سے پیپلز پارٹی کو ختم کرنے کی پرانی خواہش مند تھی۔ کیونکہ پاکستان پیپلز پارٹی اِسٹیبلیشمنٹ کے لئے پہلے دن سے ہی ایک دہشت کا نام رہی ہے۔ اور یہ دہشت زدہ اِسٹیبلیشمنٹ ہمیشہ پاکستان پیپلز پارٹی کے چھوٹے سے چھوٹے نشان سےبھی گھبرا کر اُسے مٹانے کے درپے رہی ہے۔ مثال کے طور پر ضیاءالحق کےدور میں پی پی پی کے جھنڈے کے تین رنگ یعنی کالا، لال اور سبز پر غیر اِعلانیہ پابندی تھی۔ پابندی اتنی سخت تھی کہ گلی محلے اور بازار کے رنگ ریز خواتین کے دوپٹے رنگتے ہوئے بھی یہ احتیاط کرتے تھے کہ مبادا یہ تین رنگ کسی دوپٹے میں یکجا ہو کر”مومنی”مارشل لاء کے جاہ و جلال کونہ للکاردیں۔

1988ء کے الیکشن  کی انتخابی مہم کے دوران پاکستان پیپلزپارٹی کے خلاف غدار اور ملک توڑنے کے الزامات عائد ہوتے رہے۔ مگرجب عوام نے پاکستان پیپلز پارٹی کو بے پناہ دھاندلی کے باوجودجتوا دیا اور اِس طرح بھٹو فیملی کے خلاف بے بنیاد الزامات کی بھرمارکے باوجود عوام کے رجحان نے اِسٹیبلیشمنٹ کے سامنے حقیقت کھول کر رکھ دی تھی۔ انتخابات کے نتائج آنے کے بعد پُر کار اِسٹیبلیشمنٹ کو نئی جہت میں آصف علی زرداری آسان ٹارگٹ لگے۔ اپنی آتما ٹھنڈی کرنے کے لیے اِن پر خُوب خُوب طبع آزمائی کی گئی اور گھٹیا سے گھٹیا حرکت تک سے گریز نہ کیا گیا۔ اور اس دن سے زرداری کے بارے میں ان فرشتوں کا طریقہْ واردارت ڈاکٹر جوزف گوئبلز والا رہا ہے۔

پی۔ایچ۔ ڈی ڈگری ہولڈرگوئبلز کے بارے میں مختصر بتاتا چلوں کہ وہ پروپیگنڈےمیں مہارت کی وجہ سےبہت جلد ایڈولف ہٹلر کا قریبی ساتھی اور وزیرپروپیگنڈہ بن گیا اور اس نے اپنی وزارت کو بڑی کامیابی سے چلایا۔ یہ وزارت جنگ عظیم کے اواخر یعنی 1945ء تک گوئبلز کے پاس رہی۔ گوئبلزکا بڑا مشہور قول ہے کہ ”جھوٹ بارباراور اتنی بار بولو کہ سننے والے اسے سچ مان لیں”۔

جب میں اپنے پاکستان میں پروپیگنڈے کے “صادق و امین“ گوئبلز کو وافر مقدار میں دیکھتا ہوں تو بے چارہ گوئبلز ان کے سامنےبالکل طفلِ مکتب لگتا ہے۔ ان پاکستانی گوئبلز نےاپنی مہا کاری 1987ء سے لے کر آج تک منظم انداز میں “کرپٹ” آصف علی زرداری پر خوب آزمائی ہے۔ انہوں نے میڈیا کے ذریعےآصف علی زرداری کی کردار کشی کی بد ترین مہم چلائی۔ زرداری کے خلاف جھوٹ بارباراور اتنی بار بولے کہ اب ان کے خلاف کوئی بھی الزام آئے تو لوگ فوراً سچ مان لیتےہیں۔ (جاری ہے)

Supreme Court is setting wrong precedence -by Humza Ikram

Concluding remarks by National Assembly Speaker Dr Fehmida Mirza in the matter of Prime Minister Yousaf Raza Gilani under Clause 2 of the Article 63 of the constitution .

 I am of the view that the charges against Yousaf Raza Gilani are not relatable to the grounds mentioned in paragraph (g) or (h) of clause (1) of Article 63, therefore, no question of disqualification of Yousaf Raza Gilani from being a member arises under clause (2) of Article 63 of the Constitution.

Within few days PML N and PTI challenged the speaker ruling in speaker ruling supreme court .But worst was yet to come , Supreme court  didn’t only accepted a petition against speaker ruling but set aside it and declared it malaf fide whereas constitution clearly states speaker ruling can’t be challenge anywhere  .

It is unfortunate the biggest opposition party in assembly went against the speaker of house in apex court , if they were so convinced that that speaker ruling  was in bad faith , then they should have launch a no-confidence motion against speaker .

The supreme court of Pakistan set the wrong precedent of accepting a petition against ruling of speaker national assembly which is clearly a violation of constitution and one can now clearly see its consequence . Recently Punjab assembly demanded federation to form a commission to make constitution amendment regarding southern Punjab province . here is the text of the resolution presented by provincial law minister , Rana Sanullah .

Unlike other constitution amendments  which national parliament can discuss without assent of provincial assemblies , Constitution bare parliament from taking up constitution amendment  which would have the effect of altering the limits  of province . So , Punjab ruling party rightly moved and passed the resolution after initially blocking PPP many attempts to present resolution in provincial assembly .

Article 239 clause 4 

(4) A Bill to amend the Constitution which would have the effect of altering the limits of a Province shall not be presented to the President for assent unless it has been passed by the Provincial Assembly of that Province by the votes of not less than two-thirds of its total membership.

 The status of Bahawalpur Province on the basis of administrative, geographical, historical, constitutional and political grounds and other Resolution demanding from the federal government to establish Janoobi Punjab province and for giving practical shape to the creation of new province and also setting up a national commission that shall immediately decide all important issues were unanimously passed by the House.

The Punjab ruling party resolution explicitly demands federation to form a commission on matter of new provinces . On request of Punjab assembly  Speaker National  ask parliamentary parties to nominate members for province commission .  What happened after that is  even unbelievable by the usual standard . Speaker of Punjab assembly threatened  to file  writ petition against speaker of National assembly in apex court .

Senator Rafique Rajwana, one of PML-N’s three members in the commission said ,  PML-N could also include a request for two more provinces in its plea to the court as well.   What PML N is demanding is not only unconstitutional but unimaginable , they want Supreme court to go ahead with altering  boundaries of other provinces , instead of moving a resolution in respective provincial assemblies .

Body on provinces challenged in SC

LAHORE – A petition was filed in the Supreme Court Lahore Registry on Thursday, challenging the federal commission constituted for the creation of new provinces.

The Watan Party through its chairman Barrister Zafarullah Khan filed the petition, saying that the formation of body was discriminatory as it didn’t represent the parties concerned. The application was for specific purpose and specific province, the petitioner added.

He argued new provinces could be created with the consent of provincial assemblies concerned for administrative purposes, if required. He added the commission on provinces formed by some parliamentarians was against the articles 239 (4) and 4, 5 and 8 of the constitution.

He questioned the politicians’ claims of serving for the people, saying the issue was not consulted with the quarters concerned.

“Pakistan stands before us today as a mirror, reflecting our own politician’s political and ethical imperfections” said the petitioner, adding that the creation of new provinces was not based on administrative purposes.

He made an appeal to the court to set aside the formation of the federal commission on formation of new provinces.

5-judge LHC larger bench to hear contempt plea against Zardari: Lahore High Court Chief Justice Umar Ata Bandial on Thursday constituted a five-member larger bench to hear contempt petition against President Asif Ali Zardari for not stopping political activities at presidency after the court order.

The LHC chief justice will head the bench comprising Justice Nasir Saeed Sheikh, Justice Sheikh Najamul Hasan, Justice Ijazul Ahsan and Justice Sayed Mansoor Ali Shah.

On June 27, a three-member had heard the case and given an opportunity to President Asif Ali Zardari to disassociate his office from political activities in directions of court ordered on May 12, 2011.

The petition was moved by Muhammad Azhar Siddique through AK Dogar against the president for holding political office and seeking contempt proceedings against the PPP co-chairman under article 204 of constitution. The petitioner said the president had neither disassociated himself from political office at the ‘earliest possible’ as expected by the court in its decision on president’s dual office nor obeyed its directives on using the presidency for running party affairs. The larger bench will resume hearing on September 5.

 

As I was writing this piece , supreme court came up with another remarkable order , SC in its contempt of court law detail judgement has order speaker national assembly to  take action  against parliamentarian who dare to discuss conduct of judge in parliament undermining the fact debate parliamentary debates are protected under parliamentary privileges .

Takht Lahore and Saraiki Waseb – by Zulfiqar Ali


The Commission about formation of new provinces within Punjab reinvigorated the debate. Just few months ago PML (N) initiated and Punjab assembly unanimously passed the resolution asking for creation of south Punjab and rehabilitation of Bahawalpur as province. PML (N) may have thought it had outwitted Asif Ali Zardari and PPP considering that PPP would not accept that and they can claim their sincerity to Saraiki people. They did not have plan “B”. They also made mistake of asking to make two new provinces. If two new province of majority Saraiki area are made, they would have twice the number of senators, which would be overwhelmingly PPP for at least one generation. Now they have taken opposite stance further alienated the Saraikis.

Initially PML(N) announced not to agree the new province based on linguistic basis. This was not only laughable but also shows that we are still living in the same state of absolute fantasy of religious zeal which was practiced in case of Bengal with such ugly results. It does not need to take a genius to realize that language is the most important factor in defining any group of people. Aristotle rightly called human beings as ‘talking’ animals. So it is natural that a group which speaks the same language will form the most coherent group and thus a nation. If one speaks a different language, then it becomes harder to communicate, thus cannot be exactly same ‘community’. When one says German or Polish nation, it is obvious that people speak the same language. It is based on language that people start living together and hence share the subsequent history, geography and most of the other social aspects like religion, custom etc. By not recognizing or asking people to denounce their language, culture etc. for the more sacred causes of country or religion is not just wrong but mostly counterproductive. It can easily be explained by our own selves. Before partition everyone living in India was Indian as well as having other many identities. For example sake Punjabis and Bengalis living in India and Pakistan did not cease to be Punjabis or Bengalis after being divided into both countries. We did try to take their identity away by doing acts like banning Tagore, but it caused more problems.

PML (N) and others are opposing the formation of commission quoting different reasons at different times and different programs, selecting whichever suits them. First of all commission was needed after the Punjab assembly’s unanimous resolution. Had it not been announced, PML (N) again would have chastised AZ for not being ‘sincere’ to Saraikis, even though he himself is a Saraiki. Another point which neither PML (N) nor media is telling the nation is that recommendations of commissions are nothing unless those are approved by broth a constitutional amendment and two third majority by Punjab assembly again. So if they do not agree, they can vote against them.

WHO ARE SARAIKIS?

The word “Saraiki” roots from Sira/Sirai meaning head, upper part. Classically Sindhi language was divided into Siraiki, primarily spoken in upper Sindh. Lari, primarily spoken by majority of lower Sindh (Lar, hence Lark (h)ana) and Thari spoken primarily in Thar desert area(Trump , 1872).Trump also said “Sindhi is a pure Sanskritical language most free from any of the other North Indian vernaculars. Most persevered since the time of Prakrit. It has three dialects Lari, Siraiki, Thari. The Saraiki has remained far more original….”

Lari has been more of a literary while Saraiki has more of spoken status in Sindh. It was and is the mother tongue of Kalhora and Talpur rulers. Overwhelmingly, Baloch tribes of Sindh (Jatoi, Zardari, Leghari, Gopang etc.) all speak Saraiki at home. Adjoining districts of Baluchistan and KP also have significant population of Saraikis. Well known families include Jamali, Kundi and Maulana Mufti Mahmood family etc.

The demand of Saraiki has not just economic but historical and emotional background too. Roohi (Cholistan) has same value in Saraiki as Malir or Kech Mekran in love stories of Sassui Punnoo and Umar Marvi. The saint poet, Kawaja Farid, used to spend many months every year in Rohi. He addressed God as “You are my empire Malir, You are my Rohi Cholistan” says Khawaja SaiN, who lived in Roohi for eighteen years. He praised cholistan as if it was his beloved. It is also said that his famous Kafi quoted above written in Kaaba, while on hajj.

Multan without any doubt is the oldest populated city of Pakistan. Its Sun temple has been mentioned by historians like Herodotus, Huang Sen, Skylax. It was site of annual pilgrimage for Indians till it was destroyed by Ghaznavi. Mutlan became part of Punjab in 1818 when Ranjit Singh army defeated the valiant Muzzaffar Khan ( Muzzaffar Garh is named after him).Before that not only it was never part of Punjab, but other parts of Punjab were part of Multan. It is famous saying of Data Ganj Bakhsh that “Lahore Yak e az Muzzaffat e Multan ast” (Lahore is one of the outskirts, satellite town, of Mutlan).After Arab conquest, Sindh was divided into northern and southern units. Multan was capital of northern unit while Alor was for south.

Myself, being from Bahawalpur and more familiar with its history, will focus more on its situation which is not much different from other Saraiki areas. I felt it imperative to discuss because after watching one full program dedicated to new province issue, how anchors and panel could be so ignorant about history and social problems of places. Under Durani Empire, rulers were called deputy governors and after the demise of Durani Empire, Bahawalpur as sate came into existence and rulers adopted the title of “Nawab”. It was one of the most peaceful and wealthiest states of India. As per of Bombay Geographical Society (Vol. 4 1841 P 110)

“Bikanir and other Rjput States of the east mainly depend on Bahawalpur for their supplies of consumption. There are few if any countries in Asia where provisions the product of soil are more abundant or cheaper than in Bahawalpur State”.

People of Bahawalpur state have similar cultural and trade relations with other Rajputana States.Famous Farid Gate of city of Bahawalpur’s original name was ‘Bikaneri Gate’ and road  going east to Bikanr was called Bikaner road. As many other names, these, too, threatened ‘Islam’ so named were changed. During partition negotiations at Shimla, Nawab of Bahawalpur tried to make rulers of other Rajputana states to join Pakistan while as Shimla. Sardar Patel got hint and it did not work. At the time of partition Bahawalpur State was the second richest of Indian states after Hyderabad. It had University (Jamia Abbasia), many free hospitals, Bahawal Victoria Hospital still is the main hospital of division affiliated to Quaid e Azam Medical College was established in 1906.Sadiq Egerton (S.E) College was establsiedh in 1886.In addition it had many architecturally beautiful buildings like Noor Mahal, Darbar Mahal etc. which were taken over by army establishment resulting in ruinous metamorphoses.

After partition it did not become ‘PART’ of Pakistan. It was “affiliated’ with Pakistan as a “sovereign” state. It is important to understand the difference. One becomes affiliated like a brother or someone one likes/loves etc. Government of Pakistan (GOP) herself declared in court

“…In these circumstances I am here to say that the State of Bahwalpur is NOT a part of His Majesty’s Dominion (Pakistan) and that the Ameer within the limitations imposed upon him by the constitutional arrangements set out above is the sovereign rule of the state”( Sayce v. Ameer, Bahawalpur State’, (May 20, 1952. Judges: Somervell, Jenkins and Morris).

This arrangement continued till 1954 when GOP asked the state to officially become part of Pakistan. This was done so that ‘parity’ can be achieved with Bengal. After the breakup of one Unit, Saraikis expected the rehabilitation as a province. When it was not done, there was strong movement and people did die, if someone feels it is necessary to gauge the sincerity of movement. Since 1969 the main projects which can be of mention are a new Medical College at Bahawalpur and small airport at Bahawalpur. The state which was once amongst the richest in whole India is now one of the poorest areas of Pakistan.

It would be worth mentioning that Shaykh Zayed did great help especially in district Rahim Yar Khan. Its district hospital was expanded and runs mainly with the help of Abu Zahbi state.Airport at Rahim Yar Khan was also made by them and not by GOP or Punjab government. Shaikh Zayed approved a medical college in 1976/77 which was later resisted by Takht Lahore mentality and was made just few years ago. Shaikh Zayed hospital of Lahore was meant for that medical College but was moved to Lahore by same takht mentality.

After One Unit, ZAB tried to keep the balance of power by having a Saraiki either as governor or chief minister of Punjab. It was discounted after him as undeclared policy and seems to have been introduced by AZ. During subsequent censuses, same mentality deleted Saraiki as a separate language and was reintroduced after protests from Saraikis. Development budget of city of Lahore is persistently more than the budget of all the Saraiki areas of Punjab. Those are the feelings of Saraiki people which make them demand the province of their own. Some of them may be imaginary but they do exist and exist very passionately. Apart from Takht, establishment also has its own reasons to undermine it. After Sindh, the main chunk of still un-allotted land lies in Cholistan, even though hundreds of thousands acres has already been grabbed.

Because persons belonging to those mentalities overwhelmingly happen to be Punjabis, Punjab as a whole gets the feeling of hatred from all others who feel aggrieved because of such policies. Unfortunately it is common Punjabis who, undeservedly, suffer due to retributive actions.

If someone still has doubts about peoples’ feeling about this issue, they should look into election results of 1970.When PPP swept across all the Punjab, it got only one seat from Bahawalpur division. Others all went to “Bahawalpur Sooba Mahaz”. But, who needs to learn from history!!
